Henry "Hank" Kaylor is an accomplished executive technology leader with more than 35 years of experience designing, leading, and transforming enterprise information technology organizations across federal, state, military, and commercial environments. Throughout his career, he has successfully combined strategic vision, operational excellence, and collaborative leadership to deliver secure, resilient, and cost-effective technology solutions supporting millions of citizens and mission-critical operations.
Hank has directed statewide data center operations, infrastructure modernization, disaster recovery, enterprise hosting services, risk management, storage and platform services, facilities management, and technology operations. He has led initiatives that strengthen cybersecurity and resiliency, improve operational performance, modernize aging infrastructure, and maximize taxpayer value while managing increasing demands and constrained budgets.
Throughout his career, Hank has been at the forefront of information technology infrastructure modernization. He has directed the planning, implementation, and sustainment of enterprise data centers, distributed computing environments, large-scale communications systems, radio networks, cloud and hosting platforms, and statewide technology initiatives. He has successfully managed technology portfolios exceeding $200 million, developing long-term strategic roadmaps, investment strategies, workforce development programs, and lifecycle management plans that protect critical technology investments while supporting future organizational growth.
A recognized leader in organizational transformation, Hank has extensive experience developing high-performing technical teams, leading large-scale modernization efforts, managing complex vendor partnerships, and aligning technology investments with organizational objectives. His expertise spans enterprise infrastructure, disaster recovery, business continuity, risk management, strategic planning, budgeting, IT governance, and executive leadership.
Hank's distinguished public service includes more than 26 years of military service in the United States Air Force Reserve and the United States Army, serving in aviation maintenance, infantry, chemical operations, operational planning, and signal (communications and information technology) leadership assignments. He also served as a Department of the Army Civilian leading operations within the National Guard Bureau's enterprise data center. He retired from the United States Army with the rank of Lieutenant Colonel.
In addition to his military and federal service, Hank has held executive and senior IT leadership positions supporting the Commonwealth of Massachusetts and the State of North Carolina, where he has consistently delivered enterprise technology solutions that improve operational efficiency, strengthen security, and enhance government services.
Hank earned a Master of Business Administration in Information Technology from American Public University and a Bachelor of Business Administration in Accounting, with a minor in Information Systems, from the University of Massachusetts Amherst. He is a graduate of the U.S. Army Command and General Staff College, has completed the U.S. Air Force Aircraft Crew Chief Technical School, and holds numerous professional leadership and technology credentials.
